www.w3c.org is my 1st port of call with anything online related.
i've used it to check everything from IRC protocals to WAP tags.
obviously it will have all the documentation on HTML anybody could ask for

www.hotscripts.com is what i use. Loads of different tutorials, experts, and software for you to download. The good thing these days is that there is a lot of pre made stuff out there, especially in php, so you dont have to make that much yourself now.

there wasnt really much in the way of tutorials when i 1st started writting webpages.
html editers were just notepad with knobs on
ahhh how i miss them days ;)
