Was it working before on this same computer, or are you using your new laptop? If it's never worked with this laptop, it might not be getting enough power from the USB port, so either plug in both USBs if the cable has two at the end, or try with a powered hub like this one:

D-Link 4-port USB 2.0 Hub (http://www.saverstore.com/product/20069638/7725665/D-Link-4-port-USB-20-Hub)

Also, if it is a laptop, then it's a good idea to reset the embedded controller. Unplug the power cable, remove the battery, and press the power button to drain any residual current. Leave it for 10 mins to settle, and then put it back together and try again.

Good luck getting it sorted mate!

OK, if it's multiple machines then yeah I'd try a new power supply.

Open it up, work out what type of drive it is and buy a new house for it.
