athlon xp are the faster processor range follwed by the budget duron.

athlon processors are really cheap at the moment so i reccomend you use with them.

basically if hes going to use his pc for producing music then the faster the processor the better to fuel those vst instruments etc.

anything over an athlon 1500 should suffice nicely processor wise

a duron would still make a decent processor for someone starting out but adding ram will benefit the audio processing and speed of applications , cubase, fruity loops etc but the virtual instruments rely on cpu speed and take up things called clock cycles, the faster the cpu the quicker the clock cycles and the more vst instrumens/effects youd be able to run. although if the budget only covers a duron thats still fine just he might find it limits him in certain ways as he progresses.

If you can afford to go for an athlon 1700 or higher id reccomend it but anything bellow would do the job too i think, you just have to get used to work arounds on recording vst parts to audio to save cpu when adding layers etc.
